The Mendoza Syndicate was a crime syndicate located in Spanish Harlem, named after its leader Mendoza.
Summary
Around 1929, the Mendoza Syndicate controlled Spanish Harlem. Members of the Syndicate harassed innocent people, including the Arroyo family. At this time, the gargoyle that would become known as 
Ivy came to life and protected the Arroyos. 
Ivy was named and adopted by the family and vowed to dismantle the Mendoza Syndicate and free Spanish Harlem. She dedicated 18 years of her life to this mission.[1]
Ivy tells 
Vindicta that she was able to take down the Syndicate "without murdering everybody."[2]
Yamato thanks Ivy for taking care of Mendoza.[3] However, she also undermines Ivy’s skill and says she wants to take over Spanish Harlem for the Seventh Moon.[4][5]
Wraith admires Ivy for "making Mendoza’s life hell." Ivy is wary of 
Wraith and warns her to stay away from Spanish Harlem.[2]
Mendoza
Mendoza is described as a "good client" by 
Krill, and a "bad man" by Ivy.[2]
He told Wraith that 
Lash would take a dive in a fight, which she lost money betting on. 
Lash says Mendoza "says a lot of stupid shit."[6]
The leaked audio for Ivy’s visual novel implies that Mendoza promised to leave New York, but instead went into hiding. Ivy and Lash will be going after him.
